Horse treats, backyard-poultry feed, wild-bird seed and livestock feed are "commercial feed". Most states regulate them under the same feed law as pet food. California, Hawaii and Oregon are the exceptions: pet food is outside their feed laws (California's goes to its health department), while other feed is registered. In 31 of the 50 states and DC the fees are the same as for pet food (in Alaska and the District of Columbia, there are none for either). In 20 (California, Delaware, Georgia, Hawaii, Illinois, Indiana, Iowa, Kansas, Maine, Maryland, Minnesota, Missouri, Montana, New Mexico, New York, North Dakota, Oregon, South Dakota, Washington and West Virginia) they differ: usually the per-product small-package fee is for pet food only, and other feed pays a license plus tonnage reporting.
