| Home-kitchen pet treats | Allowed New York's Department of Agriculture and Markets says certain pet treats can be made in a home kitchen: shelf-stable snacks such as biscuits and cookies, not dehydrated, freeze-dried, canned or acidified. Condition: Each product is registered with the department before it is sold. Out-of-state firms register once every two years for $100 in total; New York manufacturers hold an annual manufacturing license with no fee instead.
