| Tonnage report required? | Yes. “Each person who is liable for the payment of such sum” files a quarterly tonnage report (Ark. Code §2-37-109(b), as amended by Act 586 of 2025). That is the person named on the label as manufacturer, guarantor or distributor, unless another person assumes liability (§2-37-109(a)). The fee is 30 cents a ton, with a $10 minimum per quarter, even when nothing was sold that quarter. Pet foods are a line on the report (Form 1020, line 19, “Pet Foods (Complete and Supplement)”).
