That is the person named on the label as manufacturer, guarantor or distributor, unless another person assumes liability (§2-37-109(a)). The fee is 30 cents a ton, with a $10 minimum per quarter, even when nothing was sold that quarter. Pet foods are a line on the report (Form 1020, line 19, “Pet Foods (Complete and Supplement)”).
