Cosmetics: products intended to be rubbed or introduced into, poured, sprinkled or sprayed on, or otherwise applied to the human body for cleaning, cleansing, beautifying, promoting attractiveness or altering the appearance; expressly includes skin moisturizer, perfume, lipstick, nail polish, eye/facial makeup, shampoo, conditioner, permanent wave, hair dye and deodorant. Excludes prescription products; HFO propellants excluded only until 2027-01-01. No leave-on/rinse-off distinction. Leave-on and rinse-off products.

Cited from the signed session laws (HB 22-1345 added part 6; SB 24-081 amended it, adding cleaning products, dental floss, menstruation products etc. from 2026 but not changing the cosmetics date). No trace/impurity carve-out for cosmetics and no currently-unavoidable-use exemption in part 6; used products are outside 'product'. No sell-through for existing inventory. Enforced by the Colorado Department of Public Health and Environment. No 2025 or 2026 amendment to the cosmetics provisions was found, but the current C.R.S. text was not checked against an official 2026 compilation.
