Cosmetics: articles (other than soap) applied to the human body for cleansing, beautifying, promoting attractiveness or altering the appearance, and their components. No leave-on/rinse-off distinction. Leave-on and rinse-off products.

Soap: Soap excluded. Definition of 'cosmetic' expressly excludes soap.

Revisor page shows the 2025 Statutes; 2025 amendments (1Sp2025 c 1) added the electronic/internal-components carve-out; the 2026 amendment (2026 c 127) changed only subd. 2 (reporting), not the cosmetics ban. Cosmetics cannot get a currently-unavoidable-use exemption because they are listed in subd. 5(a). No trace/impurity carve-out in the text; no sell-through. Products where federal law preempts, used products, and FDA-regulated drugs/medical devices are exempt (subd. 8). Enforced by the Minnesota Pollution Control Agency.
