Dates

  • July 1, 2026: No manufacture, sale, offer for sale or distribution for sale of a cosmetic product with intentionally added PFAS unless the manufacturer has given prior written notification to DEEP
    “(b) (1) On and after July 1, 2026, no person shall manufacture, sell, offer for sale or distribute for sale in this state any (A) apparel; (B) carpet or rug; (C) cleaning product; (D) cookware; (E) cosmetic product;”Source: cga.ct.gov

Products covered

Cosmetic products: articles (other than soap) rubbed, poured, sprinkled or sprayed on, introduced into or otherwise applied to the human body for cleansing, beautifying, promoting attractiveness or altering the appearance, and their components. Excludes prescription products and hydrofluorocarbon/hydrofluoroolefin propellants. No leave-on/rinse-off distinction. Leave-on and rinse-off products.

Soap: Soap excluded. Definition of 'cosmetic product' expressly excludes soap; soap is not defined.

Sell-through: The section does not apply to any product manufactured before the relevant prohibition took effect (a manufacture-date carve-out with no end date), nor to used products.

Codified text from the Connecticut General Statutes 2026 Supplement (covers the 2025 sessions). 2025 amendments (P.A. 25-152, 25-168) did not change cosmetics dates. Trace-impurity carve-out for cosmetics in subsection (e). Products made with at least 85% recycled content are also exempt. Enforced by the Commissioner of Energy and Environmental Protection (DEEP). Whether the 2026 session changed this section was not verified from a primary source.

“(e) Notwithstanding any provision of this section, if a cosmetic product made through manufacturing processes intended to comply with this section contains an unavoidable trace quantity of PFAS that is attributable to impurities of natural or synthetic ingredients, the manufacturing process, storage or migration from packaging, such unavoidable trace quantity shall not cause the cosmetic product to be in violation of this section.”Source: cga.ct.gov
