Highlighted dates are January 1, 2027. "Class rules" cover a whole group of chemicals (for example all PFAS) instead of a list of names; the checker flags likely members as "class rule: confirm with your supplier".
It depends on the state's definition of a cosmetic product. The text excludes soap in Connecticut, Maryland, Maine, Minnesota, New Jersey, New Mexico, Oregon, Rhode Island, Vermont and Washington. The text expressly includes soap in Illinois. The definition says nothing about soap in California, Colorado and Virginia, so soap is not expressly excluded there. Where soap is excluded, the exclusion usually follows the federal meaning of "soap" (a true soap, labelled and sold only as soap); a "soap" that makes cosmetic claims or is a synthetic detergent bar may still be a cosmetic. Each state page quotes the definition.
