Wisconsin Electric Power Company: what it publishes for small generators (qualifying facilities) under PURPA, field by field, with the source for each. Checked on October 4, 2026.
When this may change: Annual, per the tariff: the Avoided Energy Cost Rate is updated on January 1 of each year (forecast load-weighted day-ahead LMP for the WEC.S zone, grossed up for distribution losses); the CGS-CU capacity rate is updated each June 1 to the current MISO CONE; DS-FP accredited capacity is adjusted each June 1.
Rates, eligibility and contract terms change: confirm them with the utility or the state utility commission before relying on them.
| Schedule | Rate Schedule CGS DS-FP, Customer Generating Systems – Direct Sale – Fixed Price, 5 MW or less (sell-all QFs; Sheets 201.9–201.10.1); Rate Schedule CGS-CU, Customer Generating Systems – Customer Use, 5 MW or less (QFs on a time-of-use retail rate selling excess; Sheets 201.11–201.14) Note: Volume 19 – Electric Rates. Systems under 300 kW that net against their own load use Rate Schedule CGS NM (net metered) instead; it pays the same Avoided Energy Cost Rates. | Next update | Annual, per the tariff: the Avoided Energy Cost Rate is updated on January 1 of each year (forecast load-weighted day-ahead LMP for the WEC.S zone, grossed up for distribution losses); the CGS-CU capacity rate is updated each June 1 to the current MISO CONE; DS-FP accredited capacity is adjusted each June 1. Note: No Wisconsin statute or rule setting a QF rate filing cycle was found; the cycle stated is the tariff's own. Source: we-energies.com: elecrateswi.pdf · checked 2026-10-04 | ||||||||||||||||||
| Size cap | CGS DS-FP: certified QFs with total generating capacity of 5 MW or less, all output sold to the Company, connected through a Company generation meter with no other load except generator auxiliaries. CGS-CU: QF customers on a time-of-use retail rate with on-premises generation of 5 MW or less.Source: we-energies.com: elecrateswi.pdf · checked 2026-10-04 | ||||||||||||||||||
| Resource types | Any QF certified under FERC Part 292 (PURPA); no fuel or technology restriction in CGS DS-FP or CGS-CU.Source: we-energies.com: elecrateswi.pdf · checked 2026-10-04 | ||||||||||||||||||
| Energy rate structure | Avoided Energy Cost Rate per kWh, not subject to fuel or other adjustments: one flat all-hours rate for residential/secondary flat-rate customers; on-peak/off-peak rates by Summer (June 1–September 30) and Non-Summer (October 1–May 31) for time-of-use secondary customers and for primary customers in three voltage tiers. DS-FP on-peak is 8:00 a.m.–8:00 p.m. weekdays excluding six holidays. Copied as printed: a few labelled cells, not the full rate matrix. The whole schedule is linked below. Note: Same Avoided Energy Cost Rate tables are printed on CGS NM (Sheet 201.7), CGS DS-FP (Sheet 201.10) and CGS-CU (Sheet 201.12); CGS-CU has no flat-rate row. | Capacity payment | CGS DS-FP: monthly credit = QF accredited capacity x Avoided Capacity Cost Rate (MISO Zone 2 CONE for the planning year in which the QF is first energized, loss-adjusted): $11.589 / $11.235 / $11.126 per kW per month (equal to or less than 12,470 volts / greater than 12,470 and less than 138,000 volts / equal to or greater than 138,000 volts), effective June 1, 2026. CGS-CU: $0.04440 / $0.04304 / $0.04263 per kWh of on-peak excess energy (same voltage tiers). CGS NM: $0.00000 per kWh. Note: Sheet 201.10.1 prints only the June 1, 2026 row; it does not show rates for QFs energized in earlier planning years. | Contract terms | No fixed contract term printed. A Surplus Energy Purchase Agreement is required to sell; a QF must stay on the rate 12 months before switching schedules; generators above 20 kW may propose a negotiated facility-specific buy-back rate (Company must respond within 30 days); disputes may be appealed to the PSC.Source: we-energies.com: elecrateswi.pdf · checked 2026-10-04 | ||||||||||||||||||
| Price fixity | Energy rates variable: reset every January 1. DS-FP capacity rate tied to the CONE of the planning year the QF is first energized (accredited kW reset each June 1); CGS-CU capacity rate reset each June 1. Note: The schedule name says 'Fixed Price', but the sheets do not state that energy rates are fixed for any term. Source: we-energies.com: elecrateswi.pdf · checked 2026-10-04 | ||||||||||||||||||
