Alliant Energy (WPL), Wisconsin: PURPA avoided-cost rates

Wisconsin Power and Light Company: what it publishes for small generators (qualifying facilities) under PURPA, field by field, with the source for each. Checked on October 4, 2026.

When this may change: Annual: the Option A capacity credit 'will be updated each calendar year' (MISO auction formula); the standard avoided cost of energy is described in the same rate book as 'annually updated'.

Rates, eligibility and contract terms change: confirm them with the utility or the state utility commission before relying on them.

Next updateAnnual: the Option A capacity credit 'will be updated each calendar year' (MISO auction formula); the standard avoided cost of energy is described in the same rate book as 'annually updated'.

Note: The 'annually updated' wording is on a community solar sheet that references Schedule PgS-3; PgS-1 itself states no update date for the energy credit. No Wisconsin statute or rule setting the cycle was found.

Size capCustomers taking service under another rate schedule with generation rated in excess of 20 kW-ac but not in excess of 5,000 kW-ac (aggregated across conjunctively billed accounts). Generation of 20 kW or less: Schedule PgS-3.

Note: PgS-1 does not mention PURPA or QF certification; it is the parallel generation purchase schedule that PgS-3 calls the 'standard avoided cost' schedule.

Resource typesOption A (default): any parallel generation. Option B (sell-all): only wind, solar PV, hydroelectric, wood or wood waste or refuse-derived fuel, optionally with storage charged solely by the facility.Source: alliantenergy.com: wisconsinelectricscheduleofrates.pdf · checked 2026-10-04
Energy rate structureEnergy credit per kWh by pricing period (High, Regular, Low) and service voltage (Transmission/Primary/Secondary). High Rate: weekdays 11 a.m.–7 p.m. in summer (June–August) and 5–9 p.m. in winter (December–February); Low Rate: 11 p.m.–6 a.m. weekdays and all weekend/holiday hours; Regular: all other hours. Capacity credit paid per kWh in the High Rate period.Source: alliantenergy.com: wisconsinelectricscheduleofrates.pdf · checked 2026-10-04

PgS-1 energy credit, Primary, High Rate$0.06902$/kWh
PgS-1 energy credit, Secondary, High Rate$0.06751$/kWh
PgS-1 energy credit, Primary, Regular Rate$0.04709$/kWh
PgS-1 energy credit, Secondary, Regular Rate$0.04606$/kWh
PgS-1 energy credit, Secondary, Low Rate$0.03527$/kWh

Copied as printed: a few labelled cells, not the full rate matrix. The whole schedule is linked below.

Note: Column order as printed: Transmission, Primary, Secondary; the Transmission column equals the Secondary column on the sheet. PgS-3 (Sheet 7.81) repeats these rates and adds an Average row ($0.04349 primary, $0.04254 secondary) for non-time-of-day meters.

Capacity paymentOption A (default): $0.10315 per kWh received during the High Rate period, updated each calendar year (formula (X*365)/768, X = latest MISO capacity auction result). Option B (sell-all, eligible renewables): per-kWh credit in the High Rate period fixed for the contract period; 2026 values $0.04072 (5-year), $0.08144 (10-year), $0.12216 (15-year) per kWh, based on MISO CONE x contract-length multiplier (25%/50%/75%). Option B adds a $0.7500 per day grid connection charge.Source: alliantenergy.com: wisconsinelectricscheduleofrates.pdf · checked 2026-10-04
Contract termsContract specifying technical and operating aspects required. Option B: 5-, 10- or 15-year contract with a committed nameplate capacity; contract may be terminated if the facility produces nothing for six months, with an Early Termination Penalty (capacity credit per kWh x 768 hours x contracted capacity). Either side may negotiate a facility-specific rate, subject to PSC review.

Note: Sheet 7.77 (2022) mentions only 5- or 10-year Contract Periods; the 2026 Sheet 7.76 also lists a 15-year contract.
