Sierra Pacific Power, Nevada: PURPA avoided-cost rates

Sierra Pacific Power Company dba NV Energy: what it publishes for small generators (qualifying facilities) under PURPA, field by field, with the source for each. Checked on October 4, 2026.

When this may change: Annual, in tariff format: NAC 704.8783 requires each utility to file its short-term avoided costs annually, and within 60 days after the Commission issues an order accepting its resource plan. The tariff says rates continue in effect until superseded.

Rates, eligibility and contract terms change: confirm them with the utility or the state utility commission before relying on them.

ScheduleSchedule No. CSPP, Short-Term Rates Cogeneration and Small Power Production (Electric Tariff No. 2, PUCN Sheet Nos. 2 and 3)

Note: NV Energy's QF page names Schedule CSPP as the pricing for northern Nevada resources. The rest of the Tariff No. 2 PDF (Sheets 4-15) is 'Held for Future Use'.

Next updateAnnual, in tariff format: NAC 704.8783 requires each utility to file its short-term avoided costs annually, and within 60 days after the Commission issues an order accepting its resource plan. The tariff says rates continue in effect until superseded.

Note: Recent filings: Dockets 22-02012 (Feb 2022), 23-12014 (Dec 2023), 24-12007 (Dec 2024). No 2025 or 2026 filing appears in the PUCN docket list as of 2026-10-04. The joint 2027-2046 IRP (Docket 26-05007, filed 05/07/2026) is pending, so a refiling is expected within 60 days after an order accepting it. NAC 704.8783 asks for $/kWh peak and off-peak costs, but the approved tariff uses hourly indices instead.

Size capNo size cap printed; applies to short-term purchases from QFs where no other schedule specifically applies. QFs of 100 kW nameplate or less may choose time-differentiated or non-time-differentiated rates; QFs over 100 kW must use time-differentiated rates.Source: nvenergy.com: CSPP_Electric_2_North.pdf · checked 2026-10-04
Resource typesAny QF (cogeneration or small power production); no resource-specific rates. Rates differ only by firm vs non-firm energy and by time-differentiated vs non-time-differentiated pricing.Source: nvenergy.com: CSPP_Electric_2_North.pdf · checked 2026-10-04
Energy rate structureHourly market-indexed, all quarters. Time-differentiated: firm energy is paid, each hour, the lesser of the Powerdex COB and Powerdex Mead/Marketplace hourly index prices; non-firm energy the lesser of the highest hourly system incremental generation cost or those two hourly index prices. Non-time-differentiated (QFs of 100 kW or less only): the average of the firm or non-firm hourly rates for the billing period. No fixed, seasonal or levelized prices are printed.Source: nvenergy.com: CSPP_Electric_2_North.pdf · checked 2026-10-04
Energy rates (sample cells)
Cell (as labelled, with vintage)RateUnits
Time-differentiated firm energy, all hours, all quarters: lesser of Powerdex COB and Powerdex Mead/Marketplace hourly index price for the same hour (market-indexed; no fixed number printed)variable (lesser of Powerdex COB and Powerdex Mead/Marketplace hourly index)$/MWh
Time-differentiated non-firm energy: lesser of highest hourly system incremental generation cost, Powerdex COB or Powerdex Mead/Marketplace hourly index price (market-indexed; no fixed number printed)variable (lesser of system incremental generation cost, Powerdex COB and Powerdex Mead/Marketplace hourly index)$/MWh
Non-time-differentiated firm energy (QFs 100 kW or less): average of the firm hourly time-differentiated rates for the billing period (market-indexed; no fixed number printed)variable (billing-period average of firm hourly Powerdex-based rates)$/MWh
Non-time-differentiated non-firm energy (QFs 100 kW or less): average of the non-firm hourly time-differentiated rates for the billing period (market-indexed; no fixed number printed)variable (billing-period average of non-firm hourly rates)$/MWh

Copied as printed: a few labelled cells, not the full rate matrix. The whole schedule is linked below.

Note: The tariff prints no unit for the hourly index prices; $/MWh follows its fallback clause ('a rate per MWH equal to the average of the applicable hourly prices').

Contract termsThe schedule states no contract term. NV Energy's QF page says a Power Purchase Agreement is required for a QF to be paid, and that long-term avoided cost pricing depends on the company's most recently approved IRP filings. Purchases are subject to Rule No. 15 of Electric Tariff No. 1, and the utility accepts all offered purchases, subject to 18 C.F.R. 292.304(f).

Price fixityNot fixed: paid at hourly index prices (or their billing-period average for QFs of 100 kW or less). Energy counts as firm only if backed by firm resources under a firm contract, pre-scheduled, or financially firm with liquidated damages; other energy is paid the non-firm rate.Source: nvenergy.com: CSPP_Electric_2_North.pdf · checked 2026-10-04
