Appalachian Power Company: what it publishes for small generators (qualifying facilities) under PURPA, field by field, with the source for each. Checked on October 4, 2026.
When this may change: No fixed refiling cycle; prices are PJM market-indexed. Terms are revisited in APCo's biennial base-rate reviews under Va. Code § 56-585.8. The pending 2026 review (Case No. PUR-2026-00044; Filing Schedule 41 filed May 29, 2026) proposes renumbering to Tariff No. 29 and changing the capacity-credit kW from summing to averaging the QF's generation in the 5 PJM coincident peak hours.
Rates, eligibility and contract terms change: confirm them with the utility or the state utility commission before relying on them.

| Next update | No fixed refiling cycle; prices are PJM market-indexed. Note: Proposed sheets in PUR-2026-00044 are not yet approved as of 2026-10-04; apart from the averaging change and renumbering, a text comparison found the COGEN/SPP wording unchanged. | Size cap | QFs with net design capacity of 5 MW or less taking Standard Service. Larger QFs: the Company 'reserves the right to negotiate' on an individual case basis (the sheet prints 'greater than 5MW and less than 5MW', an apparent typo).Source: appalachianpower.com: Tariff_28_September_24_2026_Update-BC_RAC.pdf · checked 2026-10-04 | ||||||
| Resource types | Any cogeneration or small power production QF under PURPA Section 210; cogeneration facilities must show a steam host contract to establish a legally enforceable obligation.Source: appalachianpower.com: Tariff_28_September_24_2026_Update-BC_RAC.pdf · checked 2026-10-04 | ||||||
| Energy rate structure | Market-indexed: hourly output times the hourly PJM day-ahead LMP at the node or aggregate of nodes representing the company's load price, adjusted for losses by factor (Secondary 1.11301, Primary 1.06134). Energy payments may be reduced by PJM Operating Reserve Balancing Charges if the QF causes significant real-time deviations. Program Charge $25.00 per month; interval metering and interconnection costs charged to the customer.Source: appalachianpower.com: Tariff_28_September_24_2026_Update-BC_RAC.pdf · checked 2026-10-04 | ||||||

Copied as printed: a few labelled cells, not the full rate matrix. The whole schedule is linked below. Note: The APCo sheet does not print a unit for the LMP; $/MWh is the unit in which PJM publishes LMPs. No numeric energy price is printed. | Capacity payment | Monthly $/kW rate = applicable PJM Final Zonal Capacity Price ($/MW-day) times days in the delivery year (365 or 366) divided by 12,000, applied to a capacity credit (kW) equal to the sum of the QF's output in the prior PJM delivery year's 5 coincident peak hours; zero until the QF has such operating history.Source: appalachianpower.com: Tariff_28_September_24_2026_Update-BC_RAC.pdf · checked 2026-10-04 | ||||||
| Contract terms | Contract term not less than one year and not greater than 20 years. Before a contract is offered, the QF must establish a legally enforceable obligation (7 listed criteria: FERC QF certification or Form 556, project location and output estimate, interconnection application and fee, site control steps, permit applications, steam host proof for cogeneration, and a study deposit).Source: appalachianpower.com: Tariff_28_September_24_2026_Update-BC_RAC.pdf · checked 2026-10-04 | ||||||
| Price fixity | Variable: energy paid at hourly PJM day-ahead LMP and capacity at PJM Final Zonal Capacity Price; no fixed or levelized price option in the schedule.Source: appalachianpower.com: Tariff_28_September_24_2026_Update-BC_RAC.pdf · checked 2026-10-04 | ||||||
