Washington soil amendment and beneficial substance registration

What Washington requires before soil amendments, plant amendments, inoculants, biostimulants and similar products are sold there, field by field, with the source for each. Checked on October 4, 2026.

Whether a product is a fertilizer, soil amendment, plant amendment or beneficial substance depends on what its label claims, and each state decides; the same product can fall in different categories in different states. This site lists what each state's law and agency say. It does not say which category any product is in.

Fees, forms and rules change: confirm with the state agency before you register or sell.

Product categories the state definesOne regulated category: commercial fertilizer, meaning a substance with one or more recognized plant nutrients that is used for its nutrient content or is designated for use or claimed to have value in promoting plant growth; it includes limes, gypsum and manipulated manures. Specialty fertilizer is commercial fertilizer for nonfarm use. Washington has no law or rule that specifically addresses potting soils, horticultural media or soil amendments; WSDA says these may be registered as fertilizers case by case, depending on label claims and guarantees. There is no beneficial substance category.

Product registration requiredYes, for any product that is a commercial fertilizer: no person may distribute a commercial fertilizer in Washington until the producer, importer or packager registers it. Soil amendments and potting soils are registered as fertilizers case by case, depending on label claims and guarantees.

Licence or permit feeA bulk fertilizer distribution licence is required only to distribute bulk (nonpackaged) fertilizer: $50 a year per location, through the state business licensing system, expiring with the business licence. No licence is required for packaged products alone.

Note: That no licence applies to packaged-only sellers is our reading: RCW 15.54.275 is the only licence section we found, and it covers bulk fertilizer.

Renewal period and dateRegistrations run two years, from July 1 to July 1 twenty-four months later; a product added in the last twelve months of the period expires the next July 1. Renewals are due July 1.

Tonnage reporting and inspection feeInspection fee of 35 cents per ton (20 cents per ton of lime) on commercial fertilizer distributed to nonregistrants or nonlicensees, paid by the last registrant or licensee. Semiannual tonnage reports are due July 31 (January-June) and January 31 (July-December); with permission, under 100 tons per six months can report annually by July 31. Minimum fee $50 a year under 143 tons; a zero report costs $12.50 (semiannual) or $25 (annual); late fee $50.

Efficacy or data requirementsWSDA may consider experimental data, manufacturers' evaluations and other authoritative sources to substantiate labeling claims; the data must come from statistically designed trials representative of the soils, crops and climate of the northwestern United States. Every application needs a metals analysis lab report for each product, and waste-derived and micronutrient fertilizers need Department of Ecology approval.

Label requirements (summary)Packaged commercial fertilizer: net weight; product name, brand and grade (grade not needed if no primary nutrients are claimed); guaranteed analysis; the registrant's or licensee's name and address; a statement referring to WSDA's web address for the product's metals data; and other information required by rule. Bulk deliveries need a written statement with the same information.

Exemptions relevant to small sellersNot commercial fertilizer: unmanipulated animal and vegetable manures; organic waste-derived material (vegetative wastes, uncontaminated wood waste, food wastes and materials derived from them through composting, not including biosolids); and biosolids that comply with Ecology's rules and do not use the term "fertilizer" except to disclaim it. Products shipped out of state may be excluded from the inspection fee.

AAPFCO Uniform Beneficial Substances BillNo beneficial substances law found. The Legislature's list of 2025-26 bills affecting chapter 15.54 RCW shows only HB 2279 (2026), a PFAS evaluation bill that does not add a beneficial substance category.
